The amount of natural resources for any species will control their population -- if, and only if, Foothill and Mountain communities are directed to revisit their sloppy attracting trash/garbage ordinances and other food source abuses by residents. This should reduce the number of human/bear conflicts. Also consider the massive 250-sq.-mile So Cal Station Fire which did its share to reduce the number of bears in the San Gabriel Mountain Range. Of course, if this is just a maneuver to balance budget within a Fish & Game Department, well, someone is going to have to answer to God.
